ADNOC ICV Certification Consultancy
Since its inception in 1971, ADNOC has continued to succeed in partnering with various stakeholders in driving and supporting the growth, development, and diversification of UAE’s private sector, business partners, and government.
In a bid to achieve its financial goals and its 2030 development strategy, ADNOC developed the In-Country-Value (ICV) Certification Program for suppliers. This move would help localize UAE’s Oil & gas industry’s critical functionalities, develop UAE nationals, and boost the procurement selection process, facilitating local supplier selection.
The In-Country-Value (ICV) Certification Program has three core objectives:
- Support the diversification of the UAE GDP by ensuring more goods and services can be sourced within the UAE
- Creating employment opportunities aimed to promote the development of UAE nationals in the private sector.
- Strategically localizing critical links of the value chain for selected categories.
To adequately execute the ADNOC in-country-value program, your business will need to support ADNOC’s supplier program.
How does the ICV Certification work?
The ADNOC ICV certification came into effect in early 2018 and offered new opportunities and consultation to suppliers looking to do business with the ADNOC group to exchange value for their time and money.
Since April 2018, both existing and new service providers must obtain an ICV certification by embracing the required ICV evaluation and confirmation process. The review designed to test the following capabilities of businesses within the UAE:
- Bonus for (i) Exports & (ii) Emirati headcount
- Expatriate contribution
- Emiratization
- Emiratization contribution
- Investment in the UAE
- Third-party spend (for the service provider)
- Goods manufactured (for suppliers engaged in manufacturing)
Is the ICV Certification necessary?
While the ICV certification is not mandatory for working on an ADNOC project, ADNOC awards preference and value to suppliers with ICV certification. However:
- All suppliers looking to provide goods or services will be required to have an ICV score in the tender applications.
- Companies that engage with ADNOC either directly or indirectly as a Tier supplier will be required to have an ICV score.
- Suppliers without ICV scores will be at a disadvantage as they will award the ICV score of zero. That will rank them lower compared to suppliers with higher ICV scores.
- The ICV assessment is an integral aspect of the evaluation and award process used by ADNOC. Soon, this process will allow giving added weightage to both suppliers and vendors.
In a bid to raise awareness about its In-country-value program, ADNOC is conducting various workshops with suppliers.
